Lewin Group Report: $2 Million in Training Yields $6 Million in Revenue

The Lewin Group's evaluation report on the Management Academy for Public Health shows that public health agencies have garnered $6 million in revenue from training that cost $2 million to provide, a 3-fold return on investment.

Managers attend the program in teams, and each team writes a community health business plan to complete their training.

Lewin gathered data from 73 teams. Of those, 28 reported generating revenue from grants or fee-for-service from business plans. These 28 teams have raised nearly $4 million already. Lewin forecasts another $2 million as likely in the next two years.

Teams reported raising funds from inside and outside the goverment. Funders include federal agencies like the Health Resources and Services Administration (HRSA), state-based foundations such as the Virginia Healthcare Foundation and the Kate B. Reynolds Foundation of North Carolina, and community-based non-profits.

For instance, a team from Rome, Georgia raised $280,000 to support their business plan, called "Our Kids Count." This program for abused and neglected children puts nurses on home visit teams from the state agency for family and children's services (DFCS). The state DFCS provided $100,000, a community NGO called Community Partnership for Protecting Children provided $171,000, and private donations added $9,000.

The program is sustaining itself by billing Medicaid for services. A revenue-sharing plan for the two main agencies is now being worked out.

The Lewin evaluation report, presented May 1, 2003 to the program's sponsors, tracked the outcomes of 500 managers who attended the Management Academy during its first three years.
